Fisheries Ministry Sets Up Committee For Anomabo College Curriculum

The Minister for Fisheries and Aquaculture, Madam Emelia Arthur, has inaugurated a Ministerial Committee to design an academic curriculum for the Anomabo Fisheries College in the Central Region.

The Committee has been tasked to craft a curriculum that responds directly to industry needs and aligns with international best practices. The Minister stressed that the college must equip students with practical skills to meet the demands of Ghana’s growing fisheries and aquaculture sector.

Speaking at the ceremony, Madam Arthur recalled that the project, which began in 2012 under the late President John Evans Atta Mills, had stalled due to financial and contractor challenges. She noted, however, that President John Dramani Mahama, upon taking office in 2025, has made the college a priority, with GH₵80 million allocated by the Ministry of Finance for the completion of Phase I.

“To ensure that trainees are adequately prepared for the evolving industry, the Committee will review both local and international models of fisheries training institutions,” she said.

Committee Mandate

The Committee’s work includes:

  • Proposing an appropriate name, vision, mission, and core values for the college.

  • Designing the governance and administrative structures.

  • Identifying key academic programmes (diploma, degree, certificate, and short courses) and their learning outcomes.

  • Drafting a curriculum framework with modules, credit hours, and assessment methods.

  • Recommending staffing requirements and strategies for industry linkage, internships, and community engagement.

  • Outlining quality assurance, accreditation processes, and continuous curriculum review mechanisms.

The Committee has two months to submit its final report to the Ministry.

The 16-member team is chaired by Madam Emelia Arthur and includes academics, industry experts, and stakeholder representatives such as:

  • Prof. Benjamin Campion (Fisheries Commission)

  • Prof. Elvis Nyarko (Former Vice-Chancellor, Regional Maritime University)

  • Dr. Andrews Apraku (University of Energy and Natural Resources)

  • Prof. Ernest Abano and Dr. Aggrey Fynn (University of Cape Coast)

  • Dr. Angela Lamptey (University of Ghana)

  • Captain William Wricketts (Regional Maritime University)

  • Madam Comfort Naa Komely Adjetey (Council of State)

  • Mr. Joojo Solomon (National Fisheries Association of Ghana)

  • Nana Kweigyah (Canoe and Fishing Gear Owners Association of Ghana)

  • Madam Llona Appiah (Ghana Industrial Trawlers Association)

Infrastructure Progress

Phase I of the project includes a two-storey classroom block, administration block, laboratory, hostel, and staff housing. The Minister noted that work is steadily progressing to have the facilities ready for the first batch of students by early 2026.
